I'm also using CBBE NPC headgear fix which kinda fixed the neck seam issue. Any suggestion? the mod doesn't actually do that. Nearly every single game that has some amount of flexibility of skin tone and appearance for npcs has this exact issue.

The only way to fix that is to reposition the vertices so they fit the head mesh better. This is a pain in the a$$ to do and with the tons of clothing mods available, just isn't worth the effort.
